US (MN): First off-reservation store to be opened by White Earth Nation

The White Earth Nation is opening Minnesota's first off-reservation tribal cannabis dispensary. This follows the signing of a landmark cannabis regulatory compact with the State. Waabigwan Mashkiki will open soon in the former JL Beers in Moorhead on Highway 10. A retail store is also being opened in St. Cloud.

Zach Wilson, CEO of Waabigwan Mashkiki, says, "The ability to open stores in cities like Moorhead and St. Cloud, means we can bring White Earth's mission of healing and wellness to a broader community."

The compact, authorized under Minnesota's 2023 adult-use cannabis law, allows the White Earth Nation to run cannabis operations across the state, with regulatory oversight conducted in partnership with the Minnesota Office of Cannabis Management — while honoring tribal jurisdiction and sovereignty.

"Waabigwan Mashkiki is more than a business — it is a reflection of our values as Anishinaabe people," said Michael Fairbanks, Chairman of the White Earth Reservation Business Committee. "This compact shows what's possible when tribal sovereignty is respected and supported. We are leading this effort not only for economic development, but for the health, healing, and future of our people."
