The New York Times recently reported that entrepreneurs are flocking to Oklahoma to enter the cannabis industry. A combination of factors, including low taxes and licensing fees, and few regulations, have created the perfect environment for cannabis businesses.

The low cost of entering the market has made Oklahoma a cannabis heaven for budding entrepreneurs. The state has the second most dispensaries per capita in the U.S. and four times more retail outlets than more populous Colorado, which pioneered full legalization.
In Oklahoma, a dispensary license costs $2,500, can be filled out online and is approved within two weeks.
Compare that to California, which requires a $1,000 application fee, a $5,000 surety bond and an annual license fee ranging from $2,500 to $96,000, along with a lengthy application process. Licenses can cost $300,000 annually.
