Illinois lawmakers are seeking to place guardrails on the sale of hemp products that fall outside the tightly regulated cannabis industry, including placing a temporary ban on synthetic THC intoxicants such as delta-8.
The legislation, filed this week by Senate Majority Leader Kimberly Lightford, D-Maywood, would create a regulatory framework for hemp consumer products by establishing licensing, testing and labeling standards that are similar to the state's cannabis regulation laws.
Lightford's bill would also temporarily ban synthetic THC intoxicants, such as delta-8, for further study and review of the product's safety. This study would be conducted by a committee of state public health officials, doctors, scientists and research experts, who would report on the product's safety and offer potential manufacturing standards for the legislature and state regulators to consider.
Lightford's bill joins a trio of bills from state Rep. LaShawn Ford, D-Chicago, and state Sen. Lakesia Collins, D-Chicago — House Bill 4193, House Bill 5306 and Senate Bill 3790 — that would regulate hemp but would not ban delta-8.
