Switzerland: Initiative aims to embed legalization into constitution

A group of unknown citizens has launched a popular initiative to include a new article on cannabis legalization in Switzerland's federal constitution.

The official gazette of the federal government of Switzerland published the text of a popular initiative titled "Cannabis legalization: opportunities for the economy, health, and equality" which aims to add an article to the constitution that would make cannabis legal.

This initiative represents a unique opportunity for Swiss cannabis users and anyone favorable to cannabis legalization to see the right to use cannabis guaranteed by the constitution, as over 200 initiatives have been voted on since the popular initiative was introduced in 1891, and only about 10% have been adopted, according to the information portal of the Swiss authorities.

The proposed article, indexed as 105a, would legalize the cultivation, possession, and personal use of cannabis for adult citizens. It allows the cultivation of up to 50 cannabis plants per person, exceeding which requires authorization. Possession is capped at three kilograms at home. Additionally, it legalizes commercial cultivation and sale of cannabis with businesses subject to licensing and strict regulations. Importing cannabis seeds and cuttings is also permitted. Tax revenue from cannabis products funds education, prevention, and information on drugs, as well as large-scale campaigns highlighting associated risks.
