US (MO): DHSS targets predatory practices in cannabis licensing

As Missouri prepares for its third round of cannabis microbusiness licensing, The Missouri Department of Health and Senior Services (DHSS) has advanced a set of proposed changes with the goal of tightening regulations and preventing abuse of a program designed to promote equity in the marijuana industry.

The DHSS filed proposed amendments to two key cannabis regulations on Friday, showing a more aggressive stance against what some officials may call "predatory practices" that have presented them challenges in earlier licensing rounds.

The proposed changes, which will be published in the Dec. 15 issue of the Missouri Register, are designed to help support the integrity of the microbusiness program by getting rid of loopholes that allow ineligible people, companies, or entities to get licenses through deceptive means.

Among the most important updates is a new 60-day window, where a state will be able to revoke a license if they can determine that it was obtained through fraudulent practices or misrepresentation. The amendments also expand the department's subpoena authority, making it easier for them to demand documents during investigations into disputes over who owns or controls an organization.
