Germany: Upper Palatinate cannabis club distributes first harvest to members

For the first time, a cannabis cultivation club in Bavaria legally distributed cannabis to its members on Saturday (November 29th). However, the club, based in Grafenwöhr in the northern Upper Palatinate, does not cultivate cannabis in Bavaria, but in Saxony.

Before distribution began, representatives from the Bavarian State Office for Health and Food Safety (LGL) checked whether all regulations were being followed and took samples. The club owners had erected a screen around the distribution point on private property, so that it was impossible to see from the outside what was happening inside. They had installed a wooden partition wall in the small room, with a small serving window. Members could pre-order various varieties.

The club had planned to distribute cannabis to its members a week earlier . However, LGL (Bavarian State Office for Health and Food Safety) employees determined that not all requirements for setting up the distribution point had been met and, together with the police, ensured that no distribution took place.

Cannabis clubs are non-profit associations where a maximum of 500 members are permitted to cultivate cannabis collectively. Non-members may not be supplied. This is based on the cannabis law passed last year, but authorities in Bavaria are very restrictive.
