US (MA): Record high for state cannabis sales in 2025

As the state's cannabis industry is gearing up for potential expansion and reform this year, marijuana sales hit $1.65 billion in 2025, marking a new record but remaining relatively flat compared to 2024. Based on information the Cannabis Control Commission collects from licensees, sales were $3 million higher than 2024, the CCC said. Retailers recorded 46.3 million transactions in 2025, 3.4 million more than in 2024.

State cannabis regulators are starting to impnlement regulations governing sites where people could consume marijuana products in social settings, and lawmakers starting talks on legislation overhauling cannabis laws. Meanwhile, a proposed ballot initiative to repeal the state's adult-use cannabis law is facing a challenge.

"With critical changes on the horizon, the Commission remains focused on adapting its policies, protocols, and oversight in a way that continues building out a safe, equitable, and effective cannabis industry for Massachusetts," CCC Executive Director Travis Ahern said.

CCC Chair Shannon O'Brien said the commission is looking to remove regulatory hurdles through a new Red Tape Removal Committee that's meant to help licensees develop a plan as the industry continues evolving.
