The responsible official credential for the one business attempting to set up a cannabis testing lab on Guam has expired, and the Cannabis Control Board has not received a written update from the business, according to Marie Lizama, the director of the Department of Revenue and Taxation and vice chair of the CCB.
Responsible officials are persons who represent cannabis-related establishments. Obtaining a responsible official identification card is the third step in a six-step process to obtain a cannabis business license on Guam. Blue Wave Inc., doing business as Pacific Analytical Services, first received approval for its responsible official credential in 2022, with Shintaro Okada being the applicant.
Adult-use cannabis use has been legal on Guam since 2019, but no industry has yet taken root, although there is some movement from interested stakeholders. The previous law required lab testing for potency and safety before cannabis or cannabis products could be sold on Guam, but that was changed in 2024 to temporarily allow the delivery, distribution, or sale of cannabis to consumers or other cannabis businesses while no lab is in place.
However, this provision was set to expire within two years of enactment, and that deadline will come up in late July. A new measure, Bill 245-38 from Sen. Telo Taitague, proposes to extend the provision another three years.
