Representatives from Proper Cannabis appeared before the Rock Hill Board of Aldermen on Tuesday night regarding recent complaints about a strong odor coming from the marijuana growing facility in Rock Hill Industrial Court. Despite assuring residents a plan is in the works, Proper Cannabis CEO and founder John Pennington presented few concrete ideas for mitigation.
"We've engaged an environmental hygienist and mechanical contractors," Pennington said during the Feb. 3 meeting. "What we ask over the next 90 days is to work with the board in an inclusive way, to invite constituents to our facility, and to have them be part of this process so they can hear firsthand what we've done and what we can continue to do, and to come back over the course of 90 days with a plan that we all feel is palpable and responsible."
Tuesday's meeting is the second time in less than a year that Proper Cannabis has responded to odor complaints. In May 2025, the city of Rock Hill reported an influx of complaints following renovations at the growing facility, which expanded its growing capabilities by 75%. At that time, the company reported it would install additional filters and continue to investigate the cause of the odor. At this week's meeting, however, Pennington said solutions would be more complicated.
