US (MN): County deems cannabis farm 'in compliance'

Complaints filed to Pine County Zoning against the Erba, Inc & Trawa, LLC cannabis farm in Royalton Township regarding light and odor have been investigated by the county and deemed "in compliance with the applicable requirements of Pine County Ordinance 2024-58," according to a letter to Joe Zappa, owner of the cannabis farm, from Kelly Schroder, Pine County administrator.

The letter to Zappa from the county stated: "Pine County has received numerous complaints concerning your state-licensed cannabis cultivation operation located at 7440 Cabin Drive, Grasston, Minn. The complaints raised a variety of concerns related to the operation.

Due to both the number and the range of issues identified, Pine County conducted an extensive investigation. This included multiple site visits to the property and surrounding areas. These visits were unannounced, occurred on various days and at different times, and were conducted under a range of weather conditions."

Regarding light pollution and its impact on neighboring residences, the county concluded that "It was observed that the grow lights produce vertical sky illumination, and the visible 'aura' around the facility is significantly affected by weather conditions, including cloud and snow cover. The grow lights do not regularly produce horizontal light impacting neighboring properties."
