Environmental Service after odor investigation: cannabis grower still in violation

In the Netherlands, the environmental protection agency DCMR and the municipality of Voorne aan Zee have commissioned their own odour investigation into cannabis producer CanAdelaar in Hellevoetsluis. The decision followed the absence of a final odour report from the company and continued complaints about odour nuisance.

According to DCMR, the investigation carried out in the autumn showed that agreements made in March 2025, as well as a penalty payment order imposed on the company, are still being violated. The municipality and the environmental agency told Dutch newspaper AD that they are considering further measures (both links in Dutch).

CanAdelaar, based in Hellevoetsluis, was acquired by Canadian cannabis company Cronos Group at the end of 2025 (link in Dutch).
