Germany: Cannabis regulations under scrutiny

A petition on cannabis regulations was submitted on July 17, 2025, shortly after the Federal Ministry of Health (BMG) presented the draft bill for the revised Medical Cannabis Act (MedCanG ). The draft bill proposes a ban on the shipment of cannabis flowers and requires a doctor's consultation for prescriptions. Henning Todt's petition opposes this and has garnered nearly 60,000 signatures.

Todt demands that the planned changes to the medical cannabis law be stopped. His petition (ID 184070) argues that the stricter regulations would otherwise jeopardize the care of many patients, especially in rural areas, and lead to an unfair two-tier system.

Online consultations with doctors for medical cannabis must be maintained, particularly for people with limited mobility or without access to healthcare providers near their homes. Mail-order pharmacies for cannabis must also remain legal, "because only in this way is safe and equitable access possible."

In his opening statement, Todt emphasized that the strong support for his petition stemmed from the widespread concern about access to cannabis. He sees himself as a representative of the patient lobby. "I stand before you as the voice of these patients." The proposed law would worsen access to cannabis. Doctors' offices are a bottleneck; few doctors offer cannabis services, and the supply is already patchy. Abuse must undoubtedly be prevented, but without placing all doctors and providers under general suspicion.
