The Select Board unanimously approved amending its host agreement with Pioneer Valley Trading Co. after being satisfied that its proposal to extract oils from cannabis flower didn't involve manufacturing, which is not allowed in residential zones, but processing, which is.
"So, I'm okay with it," said Select Board member Douglas Moglin, who raised the possibility of Pioneer Valley's proposal to use a 24-acre parcel on Granville Road for growing marijuana indoors and outdoors — and extracting oils from harvested flower for vape pens, and other products like gummies and tinctures — might be considered manufacturing prohibited in a Residential 40 zone.
The town's chief administrative officer, Nicole Parker, told the board during its meeting on Monday that she had spoken with the zoning enforcement officer to get his opinion on the definition of extraction as it relates to the town zoning bylaw.
