Baldwin Park is cutting ties with a cannabis grower selected to become one of the city’s few legal cannabis businesses after El Monte police raided the company’s warehouse and found it was already growing without a permit.
The company, W&F International, was years behind on the required payments under a development agreement approved by the Baldwin Park City Council in 2018. W&F owed $575,000 to City Hall, but the council did not revoke its agreement with the company until November, more than a month after the raid. The City Council was in active negotiations with W&F at the time, according to its agendas.
The company had not completed required improvements to the building, or secured necessary approvals from county health, county fire and the city’s building division.
Without an approved certificate of occupancy, “W&F was operating illegally and were in violation of their development agreement,” City Manager Shannon Yauchzee said in an email.
