Guam: First adult-use cannabis licenses approved

The Cannabis Control Board approved the first credentials for the island’s cannabis industry on Monday afternoon, the 26th of September. The board approved the issuance of “responsible official” cannabis identification cards to David Cruz from Pacific Cultivation and Stephen Roberto from Green Flash Guam.

“This is the beginning of what we hope is a legally responsible and fruitful industry for our island,” said board member Theresa Arriola, director of the Guam Behavioral Health and Wellness Center.

The Department of Revenue and Taxation will issue the cards within five working days, according to Rev and Tax Director Dafne Mansapit Shimizu, vice chairwoman of the cannabis board.

Shimizu said there are three more steps before the cannabis businesses can start operating: the issuance of a cannabis establishment license, the issuance of an operating permit, and the issuance of a cannabis business license.
