The definition of a final finished good is a marijuana or cannabis product that is no longer changing in form. The finished goods are then put in packaged goods and are sold to dispensaries for consumption.

If the dispensary is producing a final finished good, it is subject to unannounced visits to ensure quality and safety. The division said it is starting first with the manufacturers and cultivators.

Ryan Bernard, the division's testing and research unit manager, said if it's a deli-style pre-roll dispensary, at that point they are producing the final finished product. "A deli-style is kind of like walking up to a convenience store and picking out a primary meat and these two sides," Bernard said.
