The Commission remains focused on advancing a cannabis market positioned for long-term stability.
On the hemp policy front, the Commission submitted a study to the General Assembly in March on hemp-derived THC-infused beverages, recommending a regulatory framework centered on product safety, labeling, testing, and age restrictions. At the federal level, recent proposals would grant states greater authority to regulate their own hemp markets, while changes expected to take effect in November 2026 are anticipated to narrow the definition of hemp-derived products, potentially impacting items currently available on the market.
The 2026 legislative session has seen a number of cannabis and hemp-related bills introduced, spanning updates to the Cannabis Act, medical program access, social equity provisions, and the hemp-derived product market. The Commission has indicated it will continue engaging with policymakers and providing technical input to support clear and consistent regulation.
Rhode Island recorded $29,537,928 in retail cannabis sales and $12,610,734 in wholesale transfers in the first quarter of 2026, bringing combined regulated cannabis activity to $42,148,662, with an average transaction of $36.32. Pre-packaged bud led all product categories at $12,110,000 in sales, followed by raw pre-rolls at $5,690,000, vape cartridges at $5,090,000, edibles at $3,480,000, and concentrates and infused products at $2,330,000. As of March 2026, the state had 6,851 registered medical cannabis patients.
The Rhode Island Department of Health continues its public education efforts through the Rhode Island Responsible campaign, which provides information on safe cannabis use and storage, youth prevention, and the health risks associated with cannabis consumption.
