The New Hampshire House of Representatives on Wednesday gave its initial approval to a bill to legalize cannabis and establish regulations for the commercial production and sale of marijuana products. House lawmakers passed the legislation, HB 186, by a vote of 208-135, according to a report from Marijuana Moment.
The legislation from Democratic state Rep. Jared Sullivan would legalize possession of up to two ounces of marijuana by adults aged 21 and older. The measure also legalizes possession of up to 10 grams of cannabis concentrates by adults, as well as cannabis edibles containing up to 2,000 milligrams of THC, the primary psychoactive compound in marijuana. Adults would also be permitted to go up to six cannabis plants at home, including up to three mature plants.
"It is time to stop arresting people for simple possession of cannabis and start treating it with the same fairness and regulation we apply to alcohol," Sullivan said in a legislative committee report. "The majority of our constituents already support legal cannabis, and it is time for the law to reflect the will of the people."
The bill also creates a new state Cannabis Commission and a Cannabis Advisory Board to license and regulate commercial cannabis cultivation, processing and sales. Adult-use cannabis sales would be subject to an 8.5% tax.
