Rudick Law Group (RLG) has announced that Shaleen Title has joined the firm as Of Counsel. Title will support clients navigating the newly opened DEA registration process for medical cannabis companies following federal rescheduling, while contributing to the firm's broader regulatory, compliance, and strategic advisory work.
Her addition comes at a pivotal moment for the cannabis industry. As of April 29, 2026, the DEA has opened its registration portal for state-licensed medical cannabis operators, introducing a federal pathway that requires applicants to submit detailed operational, compliance, and ownership disclosures. Applications submitted within 60 days of publication in the Federal Register will be reviewed in an expedited timeline, creating a critical window for companies to act. In addition, interested parties may, if selected by the DEA, participate in broader scheduling hearings that are set to begin on June 29, 2026.
As the industry adapts to medical cannabis rescheduling and the introduction of federal registration requirements, the firm is actively advising clients on application preparation, compliance systems, and strategic positioning during the DEA review period.
Title brings nearly two decades of experience in law, policy, and emerging industries. She currently serves as Director of the Parabola Center for Law and Policy and previously served as a commissioner on the Massachusetts Cannabis Control Commission from 2017 to 2020, where she helped shape the state's adult-use regulatory frameworks. She also brings expertise in artificial intelligence regulation, teaching a law school course on the topic and holding a Certificate of Competence in AI Law, Policy, and Governance from the London School of Economics. This experience aligns closely with RLG's expanding work at the intersection of data, healthcare, and compliance.
"We're at an inflection point; as the federal government reshapes cannabis policy, the chips are heavily stacked against smaller players, equity licensees, and the communities this industry was supposed to serve. Pushing back requires sharp legal strategy, so for me, joining Rudick Law Group as Of Counsel was an easy decision," said Title. "Having worked alongside several attorneys here in different capacities over the years, I know that they are some of the best at what they do. But they also bring genuine care and warmth to every interaction. It's the kind of place where I know I'll do my best work, continuing to push forward the causes I've always stood for and representing those on the front lines of this fight."
"Shaleen's learned experience, particularly as a former commissioner in Massachusetts, will immediately drive value across our client relationships," said Lauren Rudick, Managing Principal and Founder of Rudick Law Group. "Many of our clients rely on us not just to interpret laws, but to anticipate how those laws will shape their business decisions. Having Shaleen working alongside our team, particularly on DEA registrations and participation in rescheduling hearings at this critical moment, strengthens our ability to advocate for small and diversely held businesses and to help them compete in an increasingly complex regulatory environment. Her background in AI and emerging technologies also strengthens our ability to guide clients as regulatory frameworks evolve across industries."
Title will work alongside a growing team at Rudick Law Group that is increasingly focused on other highly regulated emerging markets like psychedelics and artificial intelligence. The firm recently expanded its capabilities in privacy and cybersecurity through the work of Victoria J. Cvitanovic. Cvitanovic is now a Certified Information Privacy Professional (CIPP/US), the global gold standard for privacy professionals. This certification further strengthens the firm's ability to support clients handling sensitive patient, consumer, and operational data.
Title is widely recognized as a leading voice in cannabis policy and regulation. Her work has been featured in The New York Times, The Washington Post, and The Los Angeles Times, and she has been cited by outlets including Politico and The Boston Globe. She has received numerous accolades, including NORML's Hunter S. Thompson Attorney Award, and was named to both the Forbes Cannabis List and Boston Magazine's Power List. In 2025, the Cannabis Regulators of Color Coalition established the annual Shaleen Title Ignite Award in her honor.
Title's addition reflects continued growth for Rudick Law Group, which has expanded its national and international footprint while deepening its capabilities across cannabis, psychedelics, healthcare, cybersecurity, and emerging technologies.
